Re: 2009 USADB/SWBAD Package Information
Our SWBAD Regional Basketball Tournament will be held in Houston, Texas on March 5 – 7, 2009 Dallas, Texas on March 12-14, 2009 and you can check website www.swbad.org for more details. The 2009 host organization is the Southwest Basketball Association of the Deaf (SWBAD). USADB National Basketball Tournament will be TBA Anaheim, California on April 15-18, 2009 then please mark it on your calendar, and plan to attend. You can find more information via www.usadb.org.
If your team is planning to participate in the SWBAD Regional Basketball tournament, please make sure to follow the rules/regulations/guidelines and complete all necessary paper works and meet the deadline date. It makes processing a lot of easier if your team follows all the requirements in the beginning.

REGISTRATION AND WAIVER RELEASE FORM:
The postmarked deadline date for the team registration form is February 1, 2009... However, I strongly recommend that players complete their forms prior to the deadline date. Since the postmarked date is February 1, 2009, therefore, no exceptions will be allowed for any reason.
I am enclosing the guidelines of USADB/SWBAD as friendly reminder.
- A) No scratch outs, line outs, white outs, or cross off.
- B) Date of signature shall read 2/1/09 or February 1, 2009 ONLY!
- C) Coaches are fully responsible for all information on the forms. Forged or proxy signatures and false signatures are not allowed and will result in disqualification of the coach, manager, player or all three. This action will be determined by the SWBAD Secretary-Treasurer.
- D) No form can be signed after February 1, 2009. (No exceptions)
- E) No signatures for more than fifteen (15) participants are needed.
- F) No double names are allowed on any lines.
- G) A minimum of eight ( 8 ) and a maximum of fifteen ( 15 ) participants may be registered on the team player registration form. The participants are players, coach, scorekeeper, manager or assistant coach or any other position.
- H) New members of SWBAD must have a 55db loss or greater in the better ear. The certified audiogram (must be less than one (1) year old) and must be mailed to the SWBAD Commissioner. If you need more information about this matter, please contact Robert Brannan, SWBAD Deputy Commissioner.
- I) Send all forms to the SWBAD Commissioner on or by February 1, 2009
- J) All participants shall be responsible for securing their own health and/or accident insurance.
- K) Any player who signs on a team and that team later folds or decides not to file a team before the deadline date, are instructed to contact SWBAD Commissioner John Scott for clarification in order to re-sign with another team. This must be done prior to the February 1st signing deadline. Therefore, no exception can be allowed after the deadline date.
- L) High School students who are over-age (18 years old) or who have no high school eligibility left may play.
- M) IMPORTANT: Jersey uniform can not use number 6, 7, 8, 9 for example (cant wear 16,36,66,78,99)
- N) (NEW) Restricted Free Agency: This proposal was passed by the House of Delegates in Orlando, FL on April 9, 2008. The Basketball Players Advisory Council proposed to permit the use of one restricted free agent per team as 2-year trial. RFA would mean that any player could play for a team outside of his residential or employment location. Only one player will be allowed from outside of a respective region to sign with a team. The player must remain with the team of his choice for at least two years. If the player decides he does not want to play with that team after the first year will be allowed to return to his permanent residential location and sign with a team there. After two seasons the player can use his restricted free agent allowance again under the same conditions, two-year minimum stay with his new team.

I am providing a list of breakdown of all fees, which will be much easier for your team to follow:
1) SWBAD Team Entry Fee $75.00 per Team
2) USADB Membership Fee $20.00 per Participant
3) SWBAD Membership Fee $15.00 per Participant
Note: Any participant who plays for one team and coaches on another team (women team) shall pay fee of an additional $10.00 only.
I.E. (For example) If your team has ten (10) players and two (2) additional participants (a coach and a scorekeeper). The fee should be followed as;
12 participants @ $35.00 $420.00

The total fees are $495.00
All fees must be paid in full and make a check, money order or cashier check payable to Southwest Basketball Association of the Deaf or SWBAD and send it along with all paperwork which includes the team registration form to the SWBAD Commissioner. All fees will be double checked by the SWBAD Commissioner to make sure all fees are paid in full before he mails all forms to the USADB treasurer on time.

IMPORTANT: The deadline date for sending the monies and team registration form along with other paperwork’s is FEBRUARY 1, 2009.
If your team mails the fees and/or team registration forms to any person other than the SWBAD Commissioner, a fine will be imposed against your team which will be determined by SWBAD Executive Committee. No exceptions are acceptable. THEREFORE, do NOT mail the fees or forms to other person for any reason. Your cooperation with SWBAD on this issue would be greatly appreciated.
Photo Team Picture:
The postmarked deadline date for the photo team is February 15, 2009... However, I strongly recommend that players complete their team picture prior to the deadline date. Since the postmarked date is February 15, 2009, therefore, no exceptions will be allowed for any reason. Will late fine $30.00 for sent after February 16, 2009, and Team sloppy fine is $30.00.
